Non-admin users can generate reports only when they are assigned to the dataset which they are trying to generate a report about. If you are providing such functionality then it is necessary to go into each dataset and share the dataset with the user (or a group that a user is assigned to - more info on creating groups can be found here Creating Groups for data sharing). This is done by using the “shared with” function as part of the workflow section.
